The same factor that determines rankings in most quality search engines; quality contents, standard compliant HTML or CMS, quality and quantity of links pointing to your site.
Yahoo seem to respond better than Google to loads of poor quality banklinks

Not wanting to sound like I chase *any* backlink, but I agree. I can get to the top of Yahoo fairly easy for fairly short tail keywords, but in Google? Forget it.

yahoo support mostly on page optimization techniques then off page optimization for yahoo purpose concentrate on onpage optimization techniques

There's no great difference, the top quality search engines are all based on the same, obvious criteria.
