Sorry, I am not a programmer but I would like to add it to one of my .html pages and see the results. Can you create a snipet and send to me for a trial? I want to try it on this page Die Casting Information

The plugin itself won't work with any pages outside of WordPress. However, if you want to add a Digg badge to an html page Digg has snippets available at their site:
Digg / Tools / Integrate
