common sense really... quality of contents that kind of thing, for example you cannot have an affiliate site, built from templates that powers thousands of other sites and expect to win.
The site needs to be something new, fresh and unique with good coding, nice site layout and so forth.

Some of the criteria are also subjective opinion of the judge who chooses the winner for a particular month.
