Web Hosting companies and FTP server access

I made a post last week where I question whey web hosting companies seem to be quite particular about FTP password lately.... just got an new email from another company, this time they are bribing their customers to change their login info:

Probably due to the massive security problems they had a while back, so they're encouraging people to change their passwords regularly.

i got notification that my passwords had not been changed for 12 months so I needed to change them.

I changed them, then the following day, changed them back

They are probably just unsure if the hackers that breached there security a few months back managed to download everyones password information. Suppose its better to do it that way than saying "QUICKLY everyone change your passwords cause we dont know who else knows them "
