Incorrect. PR down not caused buying links, but caused selling links.
If you buy many links, your PR will increase.

I can say if you go for paid links so this should embedded carefully, if you do not so no need to wast time and money.
More over link bring traffic also so utilize your time and money carefully.

I don't agree with it. Google always supports natural linking. So if you are buying or selling both of them can cause PR down.

i think paid links can only be useful if they are sending you traffic... if not why pay for it?

Paid links are a risky business because you might not get the return of investment you are hoping for. If you want to get results it’s smarter to use PPC (Pay per Click) campaigns on relevant key terms for your website. Use AdWords tool from Google, do some research, find relevant key phrases and do some PPC. The results will start showing.

I don't think all paid links would benefit your sites. Backlinks from some quality and niche relative sites might help you. But why not try the free ones, there are still so many free ways in building quality backlinks. IMO.

Links from related niche with high PR paid or not would greatly benefit your site.Just keep moderation in buying links as google would know it.
