Well this thread is for blog optimization not blog marketing, so my tips would be focus on optimization techniques.

Get a keyword rich blog url
If you are using wordpress theme, then offcourse include a plugin for meta tags inclusion - All in one SEO pack is a good one, I myself have used it.
Include targeted meta tags on home page, category and post pages
Make your blog self promoted through bookmarking and sharing options, you may include a plugin for that, there are various social bookmarking plugins available.
Post regularly and most importantly post good content
Tell about yourself in the blog, it gives a confidence to the readers that you are not Spam
Include nice images to make it more interesting to read
Compel readers to post their views and comments
Include rating options, digg this button or stumble or tweet this option
Convince readers to subscribe to your blog to get free and regular updates, this will help in getting more returning visitors
