SEO generally refers to getting your website listed in the search results/organic results page.
PPC is the process of promoting your website in search engines paid results(ads section) by bidding on keywords.
As said by surreypcsupport, yes you can optimize your web ads(PPC) following their guidelines.

PPC is not a part of SEM not to SEO and seo, sem and smo are the part of internet marketing.
PPC : Pay per click is the common term for advertising such as Google Adwords where an advertiser pays each time someone clicks from their ad through to their website.
SEO : Search engine optimization is a art, the use of various techniques to improve a web site's ranking in the search engines and thus attract more visitors for our website.
The major difference is that SEO can be done for free, while PPC involves some money. Less or more, depending on a person's budget.![]()

PPC is when you pay to improve your site's PR and SEO is your work to improve the site's PR. It's better to do SEO than to have PPC as the latter one is not very legal.
