No SEO can be done for both old and new sites. Only thing is that the work required might be a little less in case of old sites as one needs to just tweak the content (provided it is reflective of what the web site has to offer) to make it suit the SEO requirements.
This would involve insertion of fresh key words in the content for onsite optimization and creating content in the shape of articles, blogs etc. for offsite optimization purposes. There is one added advantage of not being a new entrant in the well entrenched market place. The target audience might already know about the web site and the fresh SEO stimulus will give the web site a new life.
For a new web site if it is targeting a segment and keywords which have stiff competition, the SEO will require longer time to create the right buzz in the market. However one has the advantage of reading the market and ‘what works’ before making a fresh web site.
