First of all I'll say it is inhuman and immoral. Google Bowling is the term given to "Negative SEO". It is to make your competitors website rank lower in SERP so that your website could rank above them.
Here one do not work on own website but work on competitors website to make it disappear (through off page optimization).

Yeah i think it's doing some odd process which will slow down the rank and results of once website. I too heard it somewhere, it's not so good for anyone. Thanks for sharing

Yes its not good way of working. But can you explain it little more that how they do it offpage when they dont have access to someone else sites.
