any link pointing IN to your site is a backlink.

Quality links is just saying the backlink is of a high quality.

To expand on what high quality is:
  1. If the link is in your website niche it is better quality.
  2. If the page the link resides it is better quality.
  3. If the pagerank of the page the link resides is higher than your target pagerank, the link has more value.
  4. If the link is on the /index page, the link is better quality.

Not always the /index page is the most powerful page in a website...

Quality Link: Links on Website are important factors when search engines consider the site’s value and theme

Back links: These are the links from other websites to a particular web page on your site.

Backlink checker following ways
Ex:
Google: link:domain name
Yahoo : links:domain name
Msn : inbody:domain name

By linking to other website If you are giving your visitors one more website for what they have entered your site then It's a quality link otherwise its a back link only.

A link is high quality if it is highly relevant to your site. If a poker site is linking to my poker forum then I regard that as a high quality link.
