If a site shows at Webmaster Tool "Pages with external links" could this be counted as Backlinks?

Almost, since GWT make links which are marked with nofollow display as well, though those kind of anchors don't pass forward attributum.

Mito, in general a link (connection between two URLs) mediate two different things relevance for certain keyphrases and importance (PageRank) if the link is not marked with nofollow. Just like a webcondom.
