Changing text sizes

I am keen to make sure that people with sight problems can still view our forum, but noticed that the view 'change text size' option does not seem to work on most forums (including BizFace) whereas our Crosslight website it does work (but that is a more standard programmed website).

Anyone have any clues, tips, or suggestions?

Is it something you all think about when designing or should I always specify I want this sort of thing?
