Transfering one vBulletin license to 3rd party

Has any vB owner in this forum with multiple license transferred on of the license to another person before?

When you do that, how does the new license owner access http://members.vbulletin.com ?

I change password & email to theres then give then they can register at the forums using there email & its linked
