That is BETTER for many as now a father can demand a free paternity test before agreeing to sign a birth certificate. of course it can cause problems as it means the child can not be registered until the paternity results come back.
A family member is being hounded by the CSA who are saying he now owes them £30,000 in arrears and are refusing to accept the child is not his. they say it is HIS duty to prove the child is not his. The child is black, he and the mother are white this is not a racist comment, & I know that it is possible to carry the gene hidden, but how can it be right for a man to have to pay the costs to prove he is not the father?
If I take someone to court, I have to prove the debt. The CSA however do not! currently he is waiting for them to reposess his house (which they have said they will do), then he hopes a judge will side with him and force the CSA to get a paternity test done at their expense. They have in the past taken money from his bank account directly, frozen his bank accounts, taken money direct from his wages (he then resigned and went self employed), and now they are going to take his house off him.
So I wonder if they will go down the same route with this? IE. A guy thinks he is not the father, because his whore of a girlfriend is screwing everything in trousers while he is at work, the government tell him he MUSt sign, he refuses as he doubtss paternity, so they jail him!
Currently, the mothers word is LAW.
Sorry if this is a little aggressive, but the tale above is a family member and it has cost me a LOT of time and effore as well as money, to try to resolve this matter.
