Sorry, but I'm new and I don't see anyone's signature. Is there an option that I need
to turn on to even see anyone's sig? Also, I don't see that option in my control panel,
so do I need a certain post count before I get my 2 sig lines?

It's in your CP:

Edit options > thread display options > show signatures

Your signature privileges will be enabled when you reach certain amount of post and after certain amount of days being a member of the forum...

I forgot the rules until recently and have now corrected my sig links to show three - is the magic number.
