Page rank 'inheritance'

Hope this isn't a really stupid question:

Is the page rank ‘inherited’ by a higher level forum folder.

For example all landings are redirected to www.bizface.co.uk/bizfaceforum from the domain root (now we have 301 working).

The domain root www.bizface.co.uk has a PR of 1 at the moment but the www.bizface.co.uk/bizfaceforum is showing a zero - this is on the little green bar, which I have read somewhere is rather unreliable, could that be the problem.

All the same, I would love to know generally whether this is an issue - we did the redirect because we were bouncing too many people, whereas if they found the forum itself they seemed to stay, but PR seems to be changed.

The PR on the root (www.bizface.co.uk ) will now transfer to www.bizface.co.uk/bizfaceforum but it will not show on the green bar till the next Google update which is about 3 months away, but the benefits from the root domain will now go to the forum.
Henceforth, get people linking to you to link directly to www.bizface.co.uk/bizfaceforum and if possible get link partners that link to the root to change the link destination url to www.bizface.co.uk/bizfaceforum.

It is because that PR juice are passes from one page to another....
