Can we completely depend on the back links obtained from Google tool bar. ie, link:website address.

No, I don't think Google would return all backlinks but only a little part. Of course, Yahoo siteexplorer does return up to 1000 backlinks for a site.

Yes, webmasters are indid dependent of the backlinks catch by google.
If the site doesn't have any backlink it will be dificult the googlebot to find the site.
If the site have only some backlinks, google will bealive that the site is not important to the seach results, and the site can be very good but don't gona rank.
I looks that you gona need to get backlinks to your site to mae the googlebot to consider you site a live, so if you want to keep a site alive you have to give him always its vitamines, links.
This is what I think, I dont find another way to make the site get its rank.

when google crawl our back links then it consider as a backlinks...
when u type "link:domain name" you will get backlinks ...

Google doesn't show the website's full list of backlinks (or yes do?) and Yahoo shows lots of website's backlinks, I guess they use different techniques in recognizing backlinks. I think that tells us why websites have different ranking positions in different search engines.
