web designer tend to do that; they link to sites they worked on, it's ok for them, but they don't link to just any site

be careful with this ... if you rank to bad sites, it can hurt you bad as well ...

No you will not get penalized at all. There is no negative impact except that the quality of the links will not be as good as the quality of links from related sites. You will only get penalized if you are linking to bad neighborhood or banned sites.
