Hi

Will Google penalise sites which have no content/under maintenance

For example: I purchase a domain name and add one page stating the site is under maintenance.

But then I wish to add the site to Google. Will Google penalise or not add the site?

I don't think it would penalize a site for being under maintenance.
It has no bad neighbors, isn't having badware.. the only fault is that it is still not fully constructed.. It won't be affected.

I don't think its a good idea to submit under construction site to Google, its actually in their terms. Would you accept and under maintenance/construction site into your directory?

I will not accept it, if it was submitted to my directory. So, I think Google we not accept it too or penalise the site. It is better not to submit the site.
