Somehow I do not see any PR7 or higher directory owner being generous enough to allow free inclusion.

People will spam such high PR directories and difficult to manage if they are FREE

Totally agree. It takes time building up a directory especially approving free submissions. I think the directory owner does deserve something once the directory is busy and with a high PR
