Need advise for an ideal Web Portal

We are planning to develop a web portal. We know this is a big project. This is not very easy to make a quality web portal. Need long time. We are in planning stage.

Can my forum mate advise me that
What components should have an ideal web portal?
How we can gather quality resources?
How we can catch up the traffic?
What are basis revenue sources for a web portal?
What type of technical elements we should have?
What is the secret of success for a web portal?
