From you experince and knowledge would you please post your idea what kind of back links and how many back links one needed to make a site from pr0 to pr10 pr0 to pr9 pr0 to pr8 pr0 to pr7 pr0 to pr6 pr0 to pr5 pr0 to pr4 pr0 to pr3 pr0 to pr2 pr0 to pr1

I'm lucky because I have never been asked to make a pr10 site so far
 , but it is really interesting question. I don't know whether you know this resource but I would show it. According to this explanation I think 156 250 pcs PR3 links should be enough

I think you need much more than 250 PR3 to get PR10.

That page is also talking about TSPR (topic sensitive page rank) and there is no proof this is any part of the algorithm yet).
