HI Chris6666666666 (whatever).
Not really a good way to make an opening post is it, I mean ****ging off SEO companies then asking them for information.
You really should also cite the source when you use copyrighted information like the text above which is either taken from the original Google patent, or from the anatomy of a large scale hypertext search engine (a google paper (but I might have the name wrong).
I will answer your question with a question. What do you think Page rank has to do with SEO?
You say, it will help millions of webmasters paying huge amounts of money.
Please do not take this the wrong way, but it is patently obvious that you know absolutely nothing about how Google works do you? FYI, there are now apparently over 150 elements in the google algorithm. It is a base 5 sliding log scale agorithm, that gives the algo some 5 billion variations.
SEO incorporates n page and off page elements. some of the on page stuff includes
page titles
File structure
Site architecture
Link structure (internal)
navigation
Page layout
Page colour
Text content positioning and elements (h1 ,2,3 etc)
Spiderability
Code cleanliness
Page contetn calls to action,
order process and conversions in general
And a host of other things that I could list but would bore the pants off you.
and if you think you need a high PR to compete, then think again

My site is top 5, and has a PR of 4 ish. I appear on page 2 for internet marketing company, which is a very competitive phrase.
If you want to learn, then fire away and ask some questions If you want to be contravercial, then your not going to learn LOL
welcome to the forum though, and feel free to ask anything you want to. I will try to helpin any way I can
