How do you attract moderators for forum or blogs

In order to make our website stickier, we are gonna implement forums for users. We also plan to create user blog space for them to write their own blogs on our website. To a new website, how to motivate users to do that? I found people are actually buying for posts here. Is it a good tactic for the initial stage?

Try giving them some free ad space for a month while they post. I helped a sporting forum start off for a while doing it that way. I made posts as long as my ad was up.
