Default Use Google to Find Link Exchange Partners
This has been VERY helpful for me in finding link exchanges.

Link Development Tool

This is a very simple link development tool that uses an advanced Google search to find link exchange partners based on the keywords you enter. The google results include only active websites that are searching for link exchange partners or allow URL submissions.

i think that linkmarket.net is really good for when looking for link exchanges and you can see their page ranks on that website.
