I read on another Forum that having a pR10 backlink gives you a pr9?
Sound too good ...is that true?

It is possible if the PR10 is very strong and your link is placed on a decent part of the site for example at the top of the page rather than the footer. Don't know anyone with PR10 website and I have never seen and advert for link on a PR10 website
