Making an offer for a domain

I wonder if you guys can advise me,

My main web project is cardiffonline.net which has been going for a few years. Having a .net domain is ok but I would much rather have the .co.uk for several reasons, not least google uk ranking.

The uk domain is owned by an estate agent company in swansea. What would be your advice on how to approach them?

EDIT: There is no website on the domain(no nameservers) and the domain has been registered since 97.

I will suggest you make and initial contact without making any offer at all, just make and "innocent" enquiry whether they no longer want the domains and ask if they will consider transferring it to you. Then way events unfold from there.
I think if you go in with " I want to make offer" approached they may ask too much. OWG just acquired wales.info , I wonder if he has any tips for Rob
