Yeah, not only that. This guy who wants the money is from the UK making it an easy £200.

Why bother asking someone from a forum you do not know to come in with you on a venture that could make some real good money?

Personally, if I did not have the £200 and the venture was something that could make some good money then I'd find it elsewhere and make sure that I had no partners to answer or share the money with.

£200 is NOTHING in the Uk where you can wash cars for a weekend and make that money. You can make £200 easily if you REALLY wanted to.

Set up a local website, offer full page adverts for £10 each. 20 of them gives you £200!

DEFINATELY make a contract before you give him money. It doesn't matter if you see him or anything. He should know that online deals are always going to cause people to feel a bit risky because people can so easily disapear with your money. I would wait for more contact and a legal contract before forking over money. JUST BE careful! However, I think you know the situation the best. It just sounds very risky to me!
