After install: Warning: fopen

After I finished to install, I try yo open the shop i got:

Warning: fopen(/administrator/components/com_sef/security/sh404SEF_AntiFlood_Data.dat) []: failed to open stream: Permission denied in \administrator\components\com_sef\sh404sef.class.p hp on line 1620

and the page is trying to refresh again and again.

Hello Axi, thank you for downloading Boss Cart JV. Please make sure that the /administrator/components/com_sef/security/sh404SEF_AntiFlood_Data.dat file exists on your hosting space. I have the strong guess that during the file transfer this file haven't been uploaded and that is the reason why you see this warning message.

Thank you! This is on my localhost.
The file is there, permissions set. If I delete it, it's created back. I use boscart 1.1 [XP, IIS,php5,mysql5]

im new to all this i transfered all the files using FTP to my webspace. i am trying to set it up now.. its asking me for my host name mysql username password and mysql database name.??

were do i get this from and how do i install it ??? plz if u can help me will be gratefull thankz.

you will need to log into your hosting control panel and create a mysql databse

if you are using cpanel iy would be listed under databases

you will need to make a name for your database

so it would look like username_databasename

hope this helps

once you have created the database simply create a user for that database
