_COM_SEF_NOREAD error bosscart 1.1

I thought I followed everything to the word but when I went to enter the store or the admin area I get this error

_COM_SEF_NOREAD( /home/content/d/r/m/drm03271963b/html/administrator/components/com_sef/config/config.sef.php )
_COM_SEF_CHK_PERMSI tried deleting the config file and reinstalling but I get the same error

any Ideas?

everything looked good during the install everything in the check was green

Hi, please check that the file permission (chmod) of the config.sef.php is 755.
