I worked on the Norwich Union website, and we had about 30,000 keywords.
Be it 30,000, 30, 3 or 1 the syatem is the same.
You need to lay your keyphrases out, lay your pages out, match them up, if there is no match you need to create content for them. Once you have done this, you need to get links, just the same, although you will need deep links. Also your internal navigation structure and anchor text is crucial.
