It depends, if the sites is obviously just made for Adsense then nobody is going to link to you. However, a lot of people won't put Adsense on till the site is established. This is what some do:
1. Build a site in a niche with great content
2. Email people in the niche asking for a link to your great site, plus other link building
3. Wait, then start adding Adsense
