Hi Mani,
when you click on the the shopping cart >> payment configuration >> payment gateways you will see a list. Please make sure that the paypal is published and the rest is not. So you will have paypal payment module enabled. Please click on the name of the PayPal at the same list. Under the text Payment Method Form you will see an extra tab called configuration. I think after clicking onto this, you will find what you are looking for.
