I agree with Skinners definition, just a few recap:
- it needs to be an desirable domain extension (you cannot call .ws or .temi or some other obscured extension premium)
- It should be a generic name (not a name that can get you into trademark/copyright problem)
- I would say its still okay if its more than 4 letters provided its a well known word for example I will call bargain.co.uk a premium domain name eventhought its more than 4 letters.
